Whether it is intended to work that way or not, that's the way it has been operating until recently for whatever reason I don't know.

I thought of printing the document as a PDF and when I did, it printed as shown on the page without cutting any part of the picture off. Although still adding white space around the document when on paper.

I guess it's just one of the whose things, I'll just have to leave it if there's no logical reasoning for it.
