Here is an explanation of numbering that helped me when I moved from Word 2003 to 2010. I expect it applies to Word 2013.

In the numbering dialog, have you selected the styles in the Link Heading to Style box? Has any special formatting been applied in the Font dialog next to "Enter formatting for number?
