To edit clipart or pictures you have to import them into an image editing program. When you are done, you can insert them into Word. Only drawings

To group pictures, they must be inserted using a Text Wrapping option other than "In line with text." Also, remember that you must select at least two pictures before the Group command activates. Usually, you would want to pick the same Text Wrapping option for both pictures (although this shouldn't be required).
