entering name in outlook does not autofill

WIN 8 and Office 2003

I enter the first letter in the name and a name is displayed but it does not auto fill nor allow me to enter the name manually.

As an alternate I can click on the to box, candidate names are displayed and I can select one.

How can I fix this?
