Hello Elizabeth,

yes, there is such a way.

MS Word offers a possibility to need password only to modify document. So he can view it, but without password you cannot do any changes in it. Including accepting track changes.

For MS Word 2002

From the upper toolbar pick Tools - Options
Pick "Security" tab.
You have two password fields there.
Pick the second one - Password to modify
Enter password, hit OK and it is done.
