I haven't seen this problem before so I don't have many ideas on what might be going on.

If it is a compatibility issue then do any of these machines show the document is in 'Compatibility Mode'? Can you convert it to the correct format to resolve the macro issue?

On a machine that can't run any of the macros, it is possible to open the Visual Basic Editor and compile the project? Does that allow the macros to run?

If the macros fail to run, can your user save the document to RTF and then reopen it to get the macros going again?

I note your latest testing results seem to point to a different scenario to that you presented in your first post so the problem may have more than one way to arrive at the issue.

Are you able to post a sample document/template that we could test ourselves? I don't have a machine running Word 2007 anymore but can test on 2010 and 2013.
