The 'usual' solution would be to build the composite image in other software and then import the graphic into Word so there wasn't any further work to do on it.
I would try putting the image and the table into a drawing canvas and seeing if that solves your problem when exporting to RTF. If that didn't work, I would make the composite image as large as possible and either screen capture(copy as picture?) it and paste it back in. You could also try cutting and then see what PasteSpecial options you have to paste it back in.
AFAIK you can't put an image as a table background but you can do that in HTML (and the Microsoft programmers sometimes want to pretend that Word creates useful HTML so it might be possible).
