That file contains no meaningful content - just a string of ASCII 255 characters. It's not even the same file you mentioned in your first post. Did you make backups of all your files before reinstalling Windows? Had you done so, even by just copying them to another drive, you wouldn't be encountering these problems - they would open with exactly the same content they had before.
