When working with a document that is subject to ongoing editing, it is usually best to insert pictures as 'in-line'. Then, when all the text editing is done, only change the wrap format to something else starting at the first page and working your way progressively through to the end. Trying to control the layout going the other way is like trying to push a string up a hill.
