It is possible to get what you need in a template but it is messy and not perfect.

Create a new layout and add a TEXT placeholder. Select all the default text and set bullets to NONE and then delete all the text and replace it with one space.

Right click > Format shape and choose picture fill.

This should appear on any slide with this layout and be resizable. You could add 9 more it is not possible to stop users adding text though.

We have written quite a few AddIns for large companies that can add a a slide with the needed images on click of one button in the ribbon which is the best solution but probably not applicable on a small scale!
