When you insert a picture into the slide master it automatically is inserted into the Background of the slide and therefore you cannot click on it and resize or move it.

The easier way to do this would probably just to put the images into a slide using the normal method (not in the slide master) and then just save the PPTX file as a template and users can open the template and the images will be there ready for them to move or resize as needed.
