I tried your suggestion and can't quit figure out how to get it to work. All I want to do is select specific content and restrict editing of that content to a small group of users.
  1. Take a sample document with no form fields (can have content controls).
  2. Click on the Restrict Editing button on the Developer Tab.
  3. Check Editing Restrictions - No Changes
  4. Select a portion you want others to be able to edit.
  5. Click on the Everyone box.
  6. Repeat 4-5 as needed.
  7. Under 3 in the restrictions pane, Start Enforcing restrictions
  8. OK out of the password box (when doing for real, set and remember password).
