Default Can't Assign Shortcut Keys

I am trying to assign shortcut keys for the section and paragraph symbols. I'd like to assign "alt + s" for the section symbol and "alt + P" for the paragraph symbol.
First, I go to the symbols menu, then press "more symbols", then I select the symbol and choose "shortcut key." Then, when I try to enter the shortcut keys, nothing happens.
When I am in the shortcut key dialogue box (labelled "Press New Shortcut Key") and try to press alt + s or alt + p, nothing happens and the "assign" key is blanked out. I am only able to press certain function keys like "insert" or "delete", or "space."
From all the directions I've seen on microsoft.com and other websites, I should be able to type in these keystrokes. Does anyone know why this is not working? Is there some "security" or "trust" issue that is the problem?
