If you link a file, then the person using the link must also have access to the linked location. If this is a web page and your document is located on your PC, that is not going to happen. You must make the link to a location that the user has access to. If not a location on your web site then I suggest dropbox which is what I use to post images to this forum (as it is simpler to do that than add them to my own web site).
