Default Office 365 crashes when trying to activate

Whenever I try to activate Office 2013 (365) I get an error that indicates office has stopped working. This happens with all office products (word, excel, power point, etc..)

In windows 7 I get an unknown faulting module path

In windows 10 I get the following error:

Faulting application name: EXCEL.EXE, version: 15.0.4675.1001, time stamp: 0x546b4f33
Faulting module name: ntdll.dll, version: 6.4.9841.0, time stamp: 0x5413c504

Every office application crashes on startup unless I start in safe mode (winword /safe). There are no installed plugins to disable and if I try to activate in safe mode it crashes with the same error.

I tried reinstalling windows 7
I tried using Windows 10

I can install office on my laptop so I know the network is not the problem. I want to say it's a network driver issue but it fails on both a wired and wireless connection.

I found a similar issue was resolved by using a product key instead of account activation. I haven't tried this but I don't have an option on my account to install from disc.

I tried having a Microsoft tech help me but she just spent two hours uninstalling and reinstalling office.
