That IS weird but ...
Templates in 2003 were completley different from post 2007 templates. They did not allow for the custom layouts of the later version and do not update correctly. Trying to work between 2003 and 2013 is asking for pain. You would almost certainly be better remaking the template in 2013 using custom layouts and save as potx. (not just save the pot as potx)
