Default One side border, alternate sides of page

Hey there, i have a weird one, not sure if it's possible.

I am about to begin to type up a procedures manual for work and there are going to be alot of different sections.

I want to create a document (copy it and use it for different sections with different colouring) that has a border along the top and down one side of the page. I want the same border on the second page, however on the opposite side of the page. I want it so that when i print the document double sided, the borders are on the same edge of the sheet of paper. Pretty much so when you look at the side of the finished book, you can see all the colours of each section on one side, where as the other side where the binding will be just remains white with no colour.

Is this at all possible? I need to set up bleeding/crop marks etc but the printers i use at work can help me with achieving this part.
