You need to restart page numbering on your second page (inserting a section break) or restart it on the first page as 0. The different first page refers to the use of a different (or no) header/footer on the first page and has nothing to do with page numbering.

Normally, if you use Word's Insert > Cover Page for your first page, it will do the renumbering and different first page settings automatically.
