Exclamation max .pst file size, can't delete or move to reduce, can't edit registry to expand

Hi, thank you in advance if you can help. I am running Outlook 2007 on Win8.1. Today my Outlook gave a message that max .pst file size reached. This has happened before, and I have resolved by permanently deleting e-mails form the Deleted folder and by moving some e-mails to a different .pst folder.

But today it won't let me do that, if I try I simply get the max file size message, even when trying to permanently delete items out of the Deleted folder. I've tried SHIFT+DELETE and still won't work. I compacted the file, same problem.

I read online that I can edit the max file size in the registry. Online instructions say to get to this path in the registry: HKEY_CURRENT_USER\Software\Policies\Microsoft\Offi ce\12.0\Outlook

But, as I expand each of those I get to HKEY_CURRENT_USER\Software\Policies\Microsoft folder and I do not have a folder called "Office" beneath that. So I don't know where in the registry I could find the size limit to edit it.

Could someone please help me to get things deleted from my .pst file or to edit the registry to expand the max file size? I do understand that if I can expand the max file size that I should do so in order to regain access and reduce the file, the bigger it gets the more unwieldy it can get, but at the moment I cannot delete items or move them out to reduce the file size. Thank you.
