It's a whole lot simpler than that:
{IF{MERGEFIELD dollaramount \# 0}> 650000 "text3" {IF{MERGEFIELD dollaramount \# 0}> 417000 "text2" "text1"}}
I can't see where {MERGEFIELD program} has a role.
