I'm not aware of any procedure for converting a .gif to a Word file. You can insert the GIF into your Word file using the insert > insert image option from you top menu. Then you can adjust it as an image (e.g. resize, change brightness, etc.) but you cannot directly edit it.
To directly edit a .gif, you will need an image editing software such as Photoshop.
If you are trying to get at a bunch of text, nothing will be able to open the text. A .gif file is a raster image by definition. There are no actual text characters in the file that a computer can recognize. It's just a picture of text. However, you could try using an OCR (Optical character recognition) software to read the text if we're talking about a lot of text.
