Default Unwanted "ghost" Border

I've been making a document for my job that involves setting up tables in Word with a fair amount of cell intricacy so that we can subdivide each half an hour by the number of individuals we serve. Everything has been going great, until I began to expand to our largest shift. I added some more table rows, but when I went to put a thick, dividing border between hour blocks, I found that I had a white "ghost" border that mirrored the border I was putting in. This border isn't there in the top half of the table, so it's a bit confusing about why it's showing up now. What's going on? Is there any way to get rid of it?



I've also attached the document so that you can compare and contrast the top half of the table with the bottom half if you want to. Any solutions would be appreciated.
