Default 'Clear formatting' issue

In my office, we have a series of Word templates in the company style (proposal, report, filenote etc.).

As we used to have problems with some consultants being extremely creative with their formatting, the templates are password protected with styles created for headings, bold, italic, project title, coloured text, list bullet etc. and we trained all staff to apply the required styles to the content and to use clear formatting if they needed to put it back to 'normal'.

These are working fine for most people however two consultants (out of 70) cannot use the clear formatting function. Once they have applied a style, they cannot change it. Clear formatting doesn't work and neither does applying a different style.

As I can't seem to replicate the problem, I have no idea how to fix it. I've searched other forums and help sites and can't find anything to suggest why it is doing this!
