Going back to the original premise of producing placards, there are a couple of other options that you might consider.
1. Merge only the records you want directly to the printer.
2. Merge to separate documents, using

3. You could probably even use my envelope and label add-in
http://www.gmayor.com/Envelope_Label_Add_In.htm which will work with an Excel data file to print individual 'labels'. This does of course mean setting up your document as a custom label. It also depends on the complexity of the document.
but if you stick to the present method, you have to print sections.
