Default Freeze more than 2 rows?

If you do not choose to select freeze columns AND rows, and you choose to freeze, for example, just the top 3 rows and no columns, Excel will only freeze 1 of the 3 rows.

This makes zero sense so I'm wondering if there's something I'm missing.
