Default Using Building Block Gallery Content function on a form with restricted editing

I have a syllabus template that we e-mail to instructors, and in the interest of uniformity, I want it restricted so that users can only edit the rich text fields that I have inserted. They cannot edit the section headers (e.g. Course Description: xxxx), page numbers, etc.

Not all instructors have office hours however. I created a Quick Part that has a header saying Office Hours, Room: xxx, Times: xxx - xxx, with the "xxx" being rich text fields that can be filled in.

Because editing is restricted, if an instructor does not have office hours, the syllabus will still say "Office Hours," "Room" etc. with nothing written after them.

I want users to be able to place this section into the form only if they wish to do so. I added a "Building Block Gallery Content Control" to do this, but yet when editing is restricted, the drop-down menu that would allow them to place this custom Quick Part is grayed out.

Is there any way around this?
