I assumed that you meant the line indicators associated with vertical and horizontal rulers, to aid tab alignment and margin setting, was missing. It is not. Perhaps you meant something else?

The only application I can recall that had movable rulers was Pagemaker, and I have not seen that for some time. Word's ruler is associated with the page size, with '0' at the margins.
