This is what you get (the ruler in print view) when you work with a level of zoom that either doesn't fill the available space, or isn't small enough to allow the display of two pages, which will flip the page to the left of the screen. There is a third party tools available called Clever Ruler that you might find useful that will also work on the draft view (or other applications), but as draft is in no way representative of the finished document, its use there would seem superfluous?
