I have so far tried the following:
* set security settings to enable all macros
You do not want to do this. You want to trust the macros in this template, not all macros. Put it in a trusted location.

* made sure it was the right template set in the Add-Ins
You do not want it in Add-Ins unless it is an Add-In. You want it in the user templates folder or the workgroup templates folder.

* opened the Template in 2013 365 and saved it as a Template with Enabled Macros
Did you OPEN the template and use Save-As to save to a new name or did you double-click on it and create a new document based on the template? If the latter, even if you saved as a macro-enabled template, it would not have the macros from your template.

* renamed or moved the template around
* enabled the developer toolbar so I can try stuff there, to no avail
* tried using Fix-It but it says I dont have the full version since I have 365
* tried to create a new template and copy the macros into it

I am at a loss here. I know this question has been asked before, but if there is a definitive "yes, do this" answer then I must be missing it.

Please help!

Much appreciated...
If the template is a document template (the basis for new documents) you need to have it in a trusted location. If it is an Add-In (not the basis for new documents but a resource for them) you need to have it in a trusted location.

If you have saved it in a folder designated as the User Templates folder or one designated as the Workgroup Templates folder you can access it as the basis for new documents. See File New Variations in the Versions of Word for information about accessing user templates in Word 2013.

If it is to be an Add-In, it needs to be in the Word Startup Folder.
