You will probably have to use a pair of SEQ fields for the Article and Heading e.g.

Article { SEQ ARTICLE \* ROMAN }
{ SEQ Heading\* ALPHABETIC } New Heading

Use CTRL + F9 for the bracket pairs { } then save the two as autotext or autocorrect entries for ease of insertion. You will have to update the fields manually CTRL+A then F9 to display the correct values, especially if you move text containing the fields as they don't update automatically.

The multilevel list can then suffice for the outline level numbering.
