I think you mean double-quotes, not parentheses. Parentheses would be easy. Even single-quotes can be done. To do that, set the custom format for the cells to "'"#"'" (i.e. double-quote,single-quote,double-quote on either side of the #). This will format 357 as '357'.

I tried to do it similarly for double-quotes, but it didn't work.
