No need for a section break. No need for two sections. That is the purpose of the "different first page" setting. Here are links to three resources.

The different first page setting applies to both the header and the footer in a section.
However, the big question is why are you having your user edit headers or footers at all? If the information you want there is in the document itself, you can use a
StyleRef Field to put it into headers and footers. If it is not, perhaps you want to be using AutoText fields or DocProperty fields (i.e. Author) to fill them in.
If you must have your user input the information in the first-page footer, you can use a StyleRef field in your continuation footer to copy that information.
