Default How to add whitespace above/below text in a cell?

How to have space automatically appear before and after the text in a cell? I use (check) the Wrap Text button for all cells in a selected column, and it satisfactorily adjusts the height of all rows requiring vertical adjustment for the wrapped text.

The resultant row height is JUST high enough to accommodate the wrapped text, but when I Wrap Text for an entire column, all row heights are tightened so close that it's difficult to read the wrapped text.

I know I can adjust each row's height manually, achieving the desired before/after spacing, but the worksheet contains too many rows to make this practical .. all rows tighten up again each time I Wrap Text on an entire column.

What I'm looking for is something similar to MS Word's paragraph formatting, where you can specify the space to appear before and after text in a paragraph.

I'm using MS Office for Mac 2011.
