Is there a reason you can't delete the Section break (e.g. because it starts a new chapter that has to start on an odd page)? What kind of Section break is it (Continuous, Next Page, Odd Page, Even Page)?

If the layout requires it, you need to accept the fact that each Section starts on an odd page. It's also not clear why the blank page is an issue. With this layout, Word will insert one at print time, if required. For output to PDF, though, you might need to add one manually, or via field coding.
