It mat not be ideal, but you could always use a "start no earlier than" constraint on a 0 duration task that is identified as "end of procurement period"- I have used this as a quick way of doing similar themed tasks where I need to show something cannot start, but do not want to put full info in. Link tis to the construction element and this will give the desired effect without any effect on % complete.
