Windows 7 doesn't re-assign Word keyboard shortcuts - Ctrl-Right Shift and Ctrl-Left Shift are Windows shortcuts. Ctrl-Right Shift is the standard Windows keyboard shortcut for switching to a the "right to left" language format. Ctrl-Left Shift does the opposite. However, both of those functions are only invoked in Word if you press & release those keys in quick succession. If you hold them down so you can use the right-arrow key to extend the selection, the language format doesn't change. That said, you can change the way Windows behaves by going to Control Panel > Clock, Language, and Region > Change keyboards or other input methods > Keyboards and Languages > Change keyboards > Advanced Key Settings > Change Key Sequence.
