Assuming your document is properly formatted with paragraph Styles, such that the bulleted paragraphs use different Styles than the non-bulleted ones, this can be done with a few Find/Replace operations, where:
Find = .^p
Replace = ^p
and you specify the relevant paragraph style as a Find parameter. If you use 'replace all', you might want to follow that up with a spell-check to ensure periods attached to abbreviations such as etc. get restored (I note there is one in your sample).
