If you have a template named "MyTemplate.dotm" and open it, that is what is shown in the title bar. That is what is shown when you use File > Save As.

If it says "Document 1" you have created a new document which is attached to your template. When you save that as a template, you break the attachment and any macros contained in your original template are no longer attached.

You need to actually Open the template. Right-click on it and select "Open."
