First of all I suggest you show invisibles (non-printing symbols) so you can see if paragraph breaks are being inserted when you hit Enter. To do that, click the button on the toolbar that looks like a back-to-front P. That might help you see what's happening.
You can also insert a page break manually, instead of just hitting Enter many times. Go to Insert, Break, Page Break.
