If I understand correctly, the OP is trying to synthesize the number of hours for a given person/rate
Possibility one : use a Pivot Table
Possibility two : in C2 sheet1 enter =SUMPRODUCT(SHEET2!$A$2:$A$100=A2,SHEET2!$E$2:$E$1 00=B2,sheet2!$C$2:$C$100)

and pull down as needed - Adapt the ranges to your needs - You can also use the SUMIFS function
