Your rectangles (outside shapes) are in the Header (or footer) of your document. The tables are in the body of the document.

Your tables are set up in columns, not Table Columns, but newspaper-style columns.

I wouldn't attempt to copy and paste this stuff except into a document already set up with the header/footer, margins, and columns already set.

I suspect this format is so that labels in a merge will go down columns instead of across, but could be wrong.
