Submittal Section Paragraph
Pre-Construction Submittals 02070 1.03
Manufacturer's Information 02070 1.03

I take it from the above that "
Submittal Section Paragraph" is a Heading. But then you appear to have tags at two different levels below it, designated by TA \1 & TA \2. So how, if at all, does a heading level relate to tag levels?
Also, what do the "02070 1.03" in the output represent and how are they to be obtained.

I need to create a report of this tagged text, which file is appears in and which section in each file it appears in.

Where do the file data go? There's no apparent file identifier in your output.
