I am not sure if this can be done but if it can I'd like to see an answer.

In my experience, I have not figured out how to do it. I can conditionally format a cell based on its value, it's value relative to a constant, or its value relative to another cell. The last we can apply over a range of cells resulting in each individual cell conditionally formatted to a specific referent cell.
