Default problem with moving documents between folders

Hello
I am using Office 2007 and have a problem dragging files between folders. I have about 6-8 word documents and PDF files that I cannot move. When I try, I get a message, "action cannot be completed because the file is open or in use by another program"

I have shut down all programs, even rebooted my system, but the problem continues. Any ideas on what is going on and how to fix it?
