All I believe the article is stating is that the most recent release of a click-to-run version of Office 2013 is 15.0.4569.1508. It is not stating that, if you install a click-to-run version of Office 2013 over the Internet from the My Account page on Office.com, you will get the most recent release straightaway. It is quite possible that you might get some back level release initially, even the RTM release, to which updates have to be streamed subsequently in order to bring it up to the most recent release level.
