Default trouble saving forms with multiple users

I modified an old form with drop down menus that we used to keep in a shared folder (which we all have permissions to see and save to), which we used to use for voting (pull down the menu with your name, pull down the menu with your vote, save form). I was able to modify the form easily, and I turned the "filling in forms" protection back on. All members of the shared folder are able to open the form, and use the pull down menus. However, if anyone but me tries to hit save, they're told it's "read only" and they need to save a copy. I have tried many times to find a solution, but I'm stymied.

I have used the file->info->permissions->restrict editing command to open the permissions options. I clicked Editing Restrictions->allow only this type of editing: filling in forms. When I then hit "yes, start enforcing protection" the pull down menus work again (the fields don't function as pull-downs unless I start enforcing protection--and that was the protection I turned off to begin the modification from the old voting form). But, after that, no one can save but me. And I can't find anywhere to change that.

Any thoughts?
