OK, so given that you said "when I brought my mac out of sleep ... fonts were larger -- then they all of a sudden got smaller again", the issue could also be display related. AFAIK, there's nothing in the Windows Control Panel that allows you to differentiate status bar font sizes from anything else - those niceties are controlled by the applications and, as I've already said, Office only gives an on/off option.
