To reliably change the indentation of a numbered or bulleted list you have to use the Adjust List Indents command. Click a number/bullet symbol; Word selects all the items in the list (or all the items on that same level if this is a multilevel list). Right-click and choose Adjust List Indents from the context menu.

An even safer approach is to define a paragraph style, as Charles suggests.
