Chances are good that Word is recognizing Word sections just fine. The problem is that not all section breaks create a page break. (Conversely, not all page breaks come from section breaks.) As Paul said, working in draft view is best for spotting section breaks. It also helps to turn on display of non-printing formatting characters.
