There is no practical way I know of to do this. These are built into the user interface. I expect you could rewrite the Ribbon interface and remove all of the Alt tips, but that seems a bit excessive.

Yes it can be a bit of a nuisance. I routinely use several Alt-F-key combinations. I just have to adapt to pressing the Alt key again if the tips pop up.
